The Ishan Uday Special Scholarship Scheme is a University Grants Commission (UGC) scheme for students of the North Eastern Region (NER). It pays Rs 8,000 per month to 10,000 students every year so that students from the economically weaker section of the North East can continue their first undergraduate degree.
Selection is made on State-wise merit of Class 12 marks from among the students who apply online on the National Scholarship Portal (NSP). For the 2026-27 session the NSP scheme listing shows the student application as open till 31 October 2026.

What is the Ishan Uday scholarship?
Ishan Uday is a special scholarship scheme of the University Grants Commission for the North Eastern Region. It was introduced to raise the gross enrolment ratio in higher education in the North East and to help students of the region’s economically weaker section take up and complete an undergraduate degree.
The scheme covers the first UG degree only. Students who already hold a degree are not eligible. In the case of integrated and dual degree programmes, the scholarship is payable for the UG component only.
How much money does Ishan Uday pay?
- Rs 8,000 per month for 10 months in a year – that is Rs 80,000 per year – for the duration of the UG programme as specified by the UGC for each course, from the start of the first year or semester.
- The scholarship is paid directly into the student’s bank account by the UGC through the Direct Benefit Transfer (DBT) mode, completed through PFMS.
- Aadhaar is mandatory as an identifier for release of the grant, and the student’s bank account must be Aadhaar-linked or verified.
- A student can receive only one scholarship at a time and must declare that he or she is not getting any other scholarship or monetary benefit from any other source.
Eligibility for Ishan Uday 2026-27
As per the official UGC guidelines, you are eligible if you meet all of these conditions:
- You have passed Class 12 or an equivalent examination from a school situated within the North Eastern Region through a recognised board, including CBSE, ICSE and NIOS.
- You are pursuing a recognised UG degree programme as specified and notified by the UGC.
- You are already admitted in the first year of the UG degree programme in an eligible university, college or institution within India.
- This is your first UG degree – students who have already acquired any degree are not eligible.
- You are studying through the regular or full-time mode only. Open, distance, correspondence, private and part-time students, and students admitted through the Management quota, are not eligible.
- Your parents’ income is below Rs 4.50 lakh per annum.
- You hold a valid domicile certificate of any State of the North Eastern Region.
The North Eastern Region for this scheme covers Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.
Your institution must be one of these types: a university, college or institute included under section 2(f) of the UGC Act, 1956 with valid NAAC accreditation; a deemed university under section 3 of the UGC Act with valid NAAC accreditation; an institution fully funded by the Central or a State Government and empowered to award degrees; or an Institution of National Importance. A valid AISHE code is mandatory for the institution to register on NSP.
How are Ishan Uday selections made?
Selection is done purely on the basis of State-wise merit of the Class 12 examination from among the candidates who apply online on the National Scholarship Portal. In case of a tie at the lowest level of the merit list, the list is shortlisted further on the basis of Class 10 marks, and if candidates are still more than the slots, older candidates are given preference over younger candidates.
The result is normally declared in November or December by the NSP. Candidates can check the result on the National Scholarship Portal with their user ID and password, and the results are also uploaded on the UGC website.
Documents needed for the Ishan Uday application
- Domicile certificate or permanent resident certificate of an NER State, issued by the competent authority.
- Income certificate of the parent or guardian from the competent authority.
- Class 12 marksheet and the certificate of the recognised board.
- Proof of admission to the first year of the UG degree programme, with the AISHE code of the institution.
- Aadhaar and an Aadhaar-linked mobile number, plus a KYC-compliant bank account in the student’s own name.
Students do not have to upload any certificate or affidavit on NSP while submitting the online application. However, the required documents must be submitted to the institution so that it can verify the application on the portal.
How to apply for Ishan Uday 2026-27
- Complete One Time Registration (OTR) on the National Scholarship Portal at scholarships.gov.in if you have not done it already.
- Log in and select the Ishan Uday Special Scholarship Scheme for NER scheme.
- Fill in your personal, academic, bank and domicile details.
- Submit the online application before 31 October 2026 – incomplete applications are summarily rejected.
- Your institution verifies the application on the portal and uploads the scanned certificate; institute verification closes on 15 November 2026 and DNO/SNO/MNO verification on 30 November 2026.
Renewal of the Ishan Uday scholarship
- The scholarship is renewed during the first degree course, subject to good conduct and maintenance of the prescribed attendance.
- Renewal for the next year is on successful completion of the first year of study, and then each subsequent year.
- Students must apply for renewal on the National Scholarship Portal each year; normally the portal opens for fresh and renewal applications at the same time.
- Students failing to be promoted to the next class or level forfeit the scholarship.
- Change of course or institution is not permitted – the scholarship stands forfeited from the date of such a change.
