What is the MOPGA 2027 fellowship?

MOPGA – Make Our Planet Great Again – is a French mobility programme that brings young international researchers to French laboratories to work on climate change and environment issues. France launched it in line with the Paris Agreement to strengthen scientific contributions to the questions discussed at the Conferences of the Parties (COPs). Successful applicants get the status of French Government Scholarship holders (BGF).

The 2027 edition is the tenth call. The fellowship funds a research stay of 12 months that starts in September 2027, and the fellowship is paid directly by Campus France. A research stay agreement has to be signed between the host institution in France and the researcher.

MOPGA 2027 fellowship benefits and amount

  • EUR 2,500 per month as a living allowance for 12 months.
  • EUR 500 one-time settling-in allowance.
  • Health coverage – health insurance, civil liability insurance and repatriation assistance, followed by supplementary health insurance once the fellow is registered with the French social security system.
  • French Government Scholarship holder (BGF) status for the duration of the stay.
  • The host laboratory provides the scientific environment for the project. The laboratory itself does not receive any programme funding – the fellowship covers only the invited researcher’s living expenses.

MOPGA 2027 eligibility: who can apply?

The official call lists these conditions. An applicant must:

  • Hold a doctoral degree awarded less than five years before the application deadline – the PhD must have been defended between December 2021 and December 2026 (both months included).
  • Be exclusively of foreign nationality. All nationalities are eligible except French nationality. Indian researchers qualify.
  • Apply for the purpose of international mobility to France.
  • Not be residing and professionally active in France at the time of application.
  • Not have previously received a MOPGA fellowship.

The conditions are about the doctoral degree and the mobility requirement, not age. For parental leave, official proof can be included in the application to extend the five-year eligibility window by 18 months per child.

MOPGA 2027 eligible research themes

Five broad research areas are eligible:

  • Earth system sciences
  • Climate change and sustainability sciences
  • Energy transition
  • Societal challenges related to environmental issues
  • Human, animal and environmental health, under the One Health approach

Projects that use innovative approaches with advanced technologies in these areas get particular consideration during selection. Under the One Health theme, only integrated projects that consider the interactions between human health, animal health and ecosystems are eligible – projects focused only on medicine or human health without a genuine environmental or animal health dimension are not accepted.

Required documents for MOPGA 2027

All files must be uploaded in PDF format through the application platform. Applications sent by email are not accepted. The document list is:

  • CV of the applicant with a list of publications (maximum 4 pages).
  • PhD diploma or an official certificate of completion from the awarding institution.
  • CV of the scientific supervisor at the host laboratory (maximum 2 pages).
  • Support letter from the French host laboratory, written and signed by the scientific supervisor and co-signed by the laboratory director (or accompanied by the director’s commitment letter).
  • Up to three signed and dated recommendation letters from current or past supervisors or senior researchers.
  • Passport or proof of identity.
  • Optional supporting documents such as graphs or figures related to the research project.

The application form also asks for a project title, six keywords and short write-ups – project summary, background and motivation, scientific objectives, methodology and timeline, relevance to the MOPGA initiative, and expected impact for the applicant’s country. Applications can be submitted in English or French.

MOPGA 2027 selection process

Selection happens in two stages. First, scientific experts appointed by the French Ministry of Higher Education, Research and Space assess the applications in the relevant fields. In the second stage, a scientific committee makes the final selection of the MOPGA 2027 fellows.
