The Emile Boutmy Scholarship is the merit scholarship of Sciences Po, one of France’s most selective universities for the social sciences, law, economics and public affairs. It is open to first-time applicants from outside the European Union at both the Bachelor’s and the Master’s level, and it sharply cuts the tuition fee that a non-EU student pays.
For a two-year Master’s the scholarship is an exemption of 18,500 EUR from tuition fees in each of the two years. For the Bachelor’s it is either a full tuition exemption or an exemption of 9,500 EUR. Sciences Po’s admissions for the 2027 intake are open now, and a Master’s scholarship application must be submitted by 18 October 2026 (first committee) or 29 November 2026 (second committee).

What is the Emile Boutmy Scholarship?
The Emile Boutmy Scholarship is an excellence-based scholarship awarded by Sciences Po itself, not by the French government or by an external foundation. It goes to students arriving at Sciences Po for the first year of their studies who come from outside the European Union and show outstanding academic potential.
It is not a separate application. The scholarship is tied to the Sciences Po admissions process – candidates simply declare that they want to be considered, and the criteria for excellence are judged as part of the normal review of the admissions file. That is why the scholarship deadline sits together with the Sciences Po application deadline for your level.
For the Bachelor’s, the scholarship is renewed automatically if the student continues to graduate studies at Sciences Po, and the tuition fee grant is kept during the third year, which is spent abroad. For the Master’s, the award covers both years of the programme.

If you do not validate your academic year, the scholarship is lost. If you are granted the scholarship and then decide to defer your admission, the scholarship is also lost.
Who is eligible for the Emile Boutmy Scholarship?
- You must be a first-time applicant to Sciences Po.
- You must come from a state outside the European Union.
- Your household must not file taxes within the European Union.
- You must be admitted to the Undergraduate College or to a Master’s programme at Sciences Po.
- Indian students meet the nationality and tax-residency tests, so they are eligible.
Who is not eligible?
- Swiss and Norwegian applicants, who may be entitled to CROUS scholarships.
- Candidates with dual citizenship, one of them being an EU citizenship.
- Candidates from Quebec for a master’s degree (Quebec candidates for a bachelor’s degree are eligible).
- Candidates for the Joint Master’s in Journalism and International Affairs and for the Master’s in Journalism.
- Master’s-level dual-degree candidates, unless the programme is the dual degree in Journalism with Columbia University, the Sciences Po/Fudan University dual degree with the Europe-Asia concentration (Chinese nationals only), or the Sciences Po/Peking University dual degree (Chinese nationals only).
- PhD students, candidates for the 1-year Master’s programmes, Bachelor dual-degree candidates and exchange students.
- Candidates applying through the French graduate admission procedure.
Combining awards: the Emile Boutmy Scholarship may not be combined with any other scholarship awarded by Sciences Po or its partners, such as the Mastercard Foundation Scholars Program, the CARE scholarship, the Fondation de France/Rene Seydoux scholarship or a China Scholarship Council award.

How to apply for the Emile Boutmy Scholarship
- Create your account on the Sciences Po admissions portal and start your application for the Bachelor’s or the Master’s programme you want.
- In the Financial information section of the application, indicate that you are applying for the Emile Boutmy Scholarship. This is the only step needed for the scholarship – there is no separate form.
- Attach the applicable language test results if the programme asks for them.
- Make sure the application is complete – references and language proofs included – and submit it before the scholarship deadline for your level. Incomplete files are not assessed.
- Undergraduate applicants from foreign secondary schools apply through the same online Sciences Po application and tick the same scholarship box.
- Undergraduate applicants from French secondary schools apply through Parcoursup and must contact the Admissions Office using the online form once the application is validated.
What can you study at Sciences Po?
Sciences Po runs 30+ master’s programmes across eight professional schools and a three-year Undergraduate College on seven campuses in France. The fields range from international affairs, public policy, economics, law and journalism to management, data science, urban studies and the arts. The Emile Boutmy Scholarship is linked to the programme you are admitted to – if you later change programme, the scholarship does not move with you.
