The University of Oregon puts a number on its support for overseas students: the university awards more than US$2.5 million in financial aid and scholarships to international students every year, at both undergraduate and graduate level. Most of that money is tied to one admission deadline, 15 January 2027, and a student who applies after it is largely out of the running.

Unlike a single named award, Oregon’s international funding is a set of separate programmes: an automatic university scholarship pool, a tuition scholarship that asks for cultural service, a work-study programme and a group of endowed awards. Which one you can win depends on your level and on whether you are willing to give presentations about India to Oregon schoolchildren and community groups.

How much aid Oregon gives international students
Two figures are published. The first is the overall total: more than US$2.5 million in financial aid and scholarships to international students each year. The second is the spread of the individual awards:
- International Student Work-Study Program – more than 50 work-study awards a year, ranging from US$1,000 to US$4,500 each, for international students with financial need.
- Division of Global Engagement endowed scholarships – several competitive cash awards each year to international students who show financial need and academic merit. Additional awards in this group fall in the US$1,000 to US$12,000 range.
- ICSP tuition scholarships – a partial tuition scholarship, described in the next section, awarded on financial need, academic merit and the ability to present to diverse groups.
The ICSP tuition scholarship and its cultural service condition
The International Cultural Service Program is the award most Indian applicants ask about, and it is not a pure merit scholarship. The ICSP scholarship is a partial tuition scholarship: it applies to tuition only, and it is awarded on three things together – financial need, academic merit and the ability to present to diverse groups.
In return, ICSP recipients take on a cultural service component. They give presentations about their home country to children, community organisations, and UO students, faculty and staff. The scholarship can be renewed up to the completion of one degree, so the service commitment continues for as long as you hold the award.
One related award is not open to Indian students. The ICSP Nascensce Scholarship is a supplemental award given only to a student from China or Hong Kong who already holds an ICSP scholarship, and it needs no separate application.
Who is eligible and who is not
- The General University Scholarship Program considers incoming freshmen, both domestic and international, who apply by 15 January 2027 – there is no separate scholarship application for it.
- For both scholarships and work-study you have to apply for admission by 15 January 2027, and your admission application materials, including test scores, must be received by 15 February 2027.
- The work-study awards are need-based: the university states that they go to eligible international students with financial need.
- The Leo S. Rowe Pan American Fund loan, also listed on the page, is only for citizens of Latin American and Caribbean countries, so Indian students are not eligible for it.
How to apply for University of Oregon scholarships
- Submit the undergraduate or graduate admission application for the term starting in 2027. The freshman scholarship pool is automatic from this application, so there is nothing extra to file for the General University Scholarship Program.
- Finish the file by 15 January 2027. For scholarships and work-study, the admission application must be in by that date.
- Send the remaining admission materials, including test scores, so they are received by 15 February 2027. A late score report can cost you the aid even when the application was on time.
- If you want the ICSP tuition scholarship, prepare to explain the cultural service side: the award is judged partly on your ability to present to diverse groups, and recipients commit to country presentations during the award.
- Ask an admissions counsellor about the Division of Global Engagement endowed scholarships, because the university directs students to its counsellors for the application route on those awards.
