Tufts University in Medford, Massachusetts meets 100% of the demonstrated financial need of every admitted undergraduate, regardless of citizenship – a promise only a few dozen US universities make to international applicants. It is also honest about the limits: Tufts awards no merit scholarships at all, and its headline tuition-free programme does not cover international students.

For an Indian student the useful part is the mechanics: a free aid form, an application-fee waiver, and a decision round that closes on 4 January 2027.

What Tufts promises international applicants
The admissions site states it directly: Tufts meets 100% of the demonstrated financial need of every admitted student, regardless of citizenship. Need is the gap between the full annual cost of attendance – including books, personal expenses and travel to campus – and what the family is expected to contribute.
Three rules sit around that promise and all three are strict:
- You must request aid on the application. Tufts states that aid is not available to international students who do not request it when they apply, and that asking after the admission decision will not work.
- There are no merit scholarships for undergraduates at Tufts. Every dollar of undergraduate aid is need-based.
- The family contribution determined at admission stays the same for as long as the student remains eligible for aid.
Tufts also waives its admission application fee for international citizens who are seeking need-based aid – request the Tufts-specific fee waiver where the application asks about it.
Why the Tufts Tuition Pact does not apply to Indian students
Tufts’ Tuition Pact, which began with the fall 2026 entering class, makes tuition free for undergraduates whose family income with typical assets is under US$150,000 a year. It is the line that gets quoted in news stories about Tufts, and it is worth reading the FAQ before counting on it.
The pact’s own FAQ answers the question: it applies only to domestic undergraduates – US citizens and US permanent residents. International students are not eligible for tuition-free attendance under the pact. What remains for them is the separate and older commitment – 100% of demonstrated need met through Tufts institutional funding – plus a health insurance grant towards the required student health plan.
Some aid packages do include loans or campus work for students who are not covered by the pact, so read the award letter line by line rather than assuming an all-grant package.
Cost of attendance at Tufts, 2026-27
Tufts publishes the 2026-27 cost of attendance for on-campus first-years. Housing and food figures are averages used for federal aid rules, so an actual room or meal plan can differ.
- Tuition: US$74,862
- Housing: US$11,220
- Food: US$9,374
- Fees (mandatory Health and Wellness and Activity fees): US$1,696
- Billed total: US$97,152
- Out-of-pocket allowances in the aid budget: books and supplies US$1,000, personal expenses US$1,846, plus transportation that varies with distance from campus
Add the US$2,846 out-of-pocket allowance and the total cost of attendance is roughly US$99,998 before travel and before health insurance, which students without other cover must buy.
Two ways to submit the Tufts aid application
- ISFAA (free): the International Student Financial Aid Application can be downloaded from the Applicant Status Page after the admission application is received, and the completed form plus supporting financial documents are uploaded there. Tufts recommends this route if the CSS Profile fee is a barrier.
- CSS Profile: Tufts does not give CSS Profile fee waivers before admission, and the profile is not required at the time of application. Admitted international students are asked to submit it within 5-7 days of the decision, and every admitted international student who applied for aid gets a fee waiver code after admission.
- Supporting tax and income documents go to College Board’s IDOC portal after the CSS Profile. Tufts explicitly asks applicants not to email financial documents.
Tufts deadlines for 2027 entry
- Early Decision I: 2 November 2026 – already closed for this cycle.
- Early Decision II: 4 January 2027.
- Regular Decision: 4 January 2027.
Early Decision at Tufts is binding. Aid applicants should submit the free ISFAA or the CSS Profile alongside the admission application – waiting for the admission decision forfeits the aid request.
Other Tufts funding worth knowing
- Davis United World College Scholars Program: graduates of UWC schools get a need-based grant of up to US$10,000 a year towards undergraduate costs, renewable for up to four years, and can apply to Tufts for additional need-based aid on top.
- Health insurance grant: helps international students offset the cost of the required student health plan.
